Kent GardnerIn last month’s column, I joined the beleaguered defenders of the Common Core standards. The evidence shows that American children leave school having learned less than peers in other nations—27th of 34 nations tested in math, 17th in reading and 21st in science. Mobility recommends some level of standardization of “scope & sequence”—what children learn when—particularly in the elementary grades. The expressed goals of the architects of Common Core are hard to argue with—that reading instruction should challenge students to think about the content, not simply decode the superficial meaning of the words; that nonfiction should receive greater emphasis; that math should focus on analytical, not simply technical, skills; that instruction across the disciplines should reinforce independent thinking. Stay the course on Common Core standards

Kent Gardner62,000 New York registered voters signed a petition supporting a “Stop Common Core” ballot line in November. I wonder how many signed with knowledge of the Common Core (CC) standards, not because of overheated rhetoric from opponents?

Yes, CC’s introduction in NYS schools has been a mess. CC is more rigorous than the prior standards—harder is the point, after all. If you’re a gym rat who can bench 200 pounds, you don’t just jump to 275, you work up to it. Nor can students jump right into a tougher curriculum. State Ed Test Opt-outs: What’s the impact on policy?

Kent Gardner Choose to RefuseDissatisfaction with the NYS Education Department’s testing regime led many parents to allow their children to “opt-out” of state exams last spring. And now state leaders are engaged in a tactical withdrawal. With State Education Commissioner John King off to Washington—replaced by former Florida educator Mary Ellen Elia—Governor Cuomo is placing the blame for the botched Common Core rollout on State Ed’s doorstep and is calling for a reboot in time for his State of the State in January. Board of Regents Chair Meryl Tisch indicates her openness to changing the state’s teacher assessment system, the Annual Professional Performance Review (APPR).

EliaElia has been touring the state on a charm offensive. While noting that the tests are not optional under state law, she recently announced that next year’s math test would have fewer multiple choice questions and the English language arts (ELA) test would include fewer reading passages. Faith v. Reason: The Pitfalls of Ideology

Kent Gardner A friend characterized many policy debates as disputes between “faith and reason.” The political season—particularly the primaries—involves repeated “professions of faith.” Candidates appear before the high priests of their sect and are judged on purity and zeal.

Unfortunately, uncritical faith leads to irrational policy. Consider Republicans’ faith in tax cuts. The lesson of the 1964 income tax cut—a Kennedy initiative, I remind you—was that high taxes can discourage industry and that cutting tax rates can paradoxically yield more tax revenue as the economy expands. When Ronald Reagan followed Kennedy’s lead, the tax rate on the highest earners was nearly 70% and almost surely discouraged enterprise. Cutting taxes was a reasoned response. Now an article of faith in republicanism, raising taxes has become a sinful act that invokes moral sanction. Even closing some of the loopholes that riddle the tax code can be deemed “raising taxes.” Reason responds that taxation is necessary and must be balanced—reductio ad absurdum surely applies: Reducing taxes to zero would be absurd and would lead to a very different society than what we now enjoy. A new commissioner takes the helm at NYS Education Department

Kent Gardner Mary Ellen EliaNewly appointed NYS Education Commissioner MaryEllen Elia will require the wisdom of Solomon, the patience of Job, the confidence of Donald Trump and the guile of Machiavelli to succeed in her new job. The divisions both between and within stakeholder groups have never been deeper.

First, she has to figure out who she’s working for. Is there a more complicated reporting relationship in state government? The Commissioner of Education is hired by the NYS Board of Regents. Which is appointed by the NYS Legislature. Not the NYS Senate or the NYS Assembly, but the entire legislature sitting in joint session. As there are 150 Members of the Assembly but only 63 Senators, the Assembly really makes the decision. Since 2009, the Chancellor (the person who leads the 17-member Board of Regents) has been Merryl Tisch, ally of the formerly-all-powerful Sheldon Silver. After Silver lost his post, the Assembly has shown more independence, replacing two regents who were supportive of Tisch and her endorsement of the Common Core and strong teacher accountability. If you have to report to a committee of 17, you’d better hope that the committee is either unified or strongly led, conditions that appear to be waning. Read more »

Opt-outs Create Challenge for NYS Testing Regime

Kent Gardner Choose to RefuseThe Common Core opt-out movement built up quite a head of steam this year. Although opposition to testing is hardly new, frustration over the Common Core standards, anger at Governor Cuomo’s budget power play over accountability and other factors spurred the formation of a large and diverse refusenik coalition.

State Education plans to use the tests anyway: “We are confident the department will be able to generate a representative sample of students who took the test, generate valid scores for anyone who took the test, and calculate valid state-provided growth scores to be used in teacher evaluations.” We’ll see. The Democrat & Chronicle reports the refusal rate for the math test was at least 25% for every Monroe County district but Brighton and Rochester. Read more »

Cuomo & NYSUT Go Nuclear

Kent Gardner Nuclear OptionVladimir Putin’s most ominous bit of saber rattling over the Ukraine has involved allusions to the “nuclear option.” For him, that’s not a metaphor.

The problem with nuclear weapons is the collateral damage. Sure, you might win the battle. But everyone loses the war. I worry that both Governor Cuomo and the New York State United Teachers (NYSUT) are playing with “nuclear” weapons.

Let’s agree, first, that public education in NYS could be, should be, must be improved. We’ll not make an impact on urban poverty, particularly in Rochester, if we don’t raise the levels of literacy and numeracy among children in poverty. Eventually, young people have to make their own way in the world and the labor market has no mercy on people without the academic basics. Second, let’s agree that both Governor Cuomo and New York’s teachers want children to succeed. The governor isn’t an evil megalomaniac clawing his way to national prominence on the backs of children. And teachers care about far more than just their paychecks and prerogatives. Read more »

The Challenge of Matching Jobs and Job Seekers

Kent GardnerThere is nothing more debilitating than unemployment—both for the individual and society. The jobless are deprived of the dignity of work and the community is deprived of the benefit of their labor. We look to workforce development programs and higher education to match jobs and job seekers and, often, to help the unemployed gain the skills that are needed in the workplace.

Recent attention has focused on “middle skills,” those positions requiring some postsecondary technical education and training but not a four year college degree. A recent Harvard Business Review article[*] found that nearly half of new job openings from 2010 through 2020 will be middle-skills positions in fields such as computer technology, nursing, and high-skill manufacturing. Community colleges (such as Monroe Community College) are particularly well suited to addressing the middle skills gap and are exploring how they can best fill that need.

This leads to a reasonably neat policy prescription: If we have willing workers whose skills simply fall short, then the public’s role is to provide a bridge to employment through training. Easy, right? As one of the Rochester area’s most strategic training providers, Monroe Community College is continuously seeking better information on the needs of its market. Read more »

The Long View on Student Testing: Ups and Downs, but Achievement Gap Persists

Erika RosenbergSummer’s finally here, but just weeks ago students in schools across New York completed state tests that carry bigger stakes than ever before. This is the first year that test scores will feed into teacher evaluations, and with the tests now aligned with the new Common Core curriculum, many observers believe passing rates will decline.

The push-back against testing and increased accountability has grown, and it’s easy to see why. Students, families and schools have seen passing rates decline, felt more pressure to increase performance and wondered whether testing now gets too big a space in education. It’s worth revisiting why and how these changes came about, and examining the long-term trend in performance.

Can a ‘National Curriculum’ Improve Student Achievement?

Last school year, one of five Rochester schoolchildren tested proficient in reading and one of four in math, according to the just released NYS ELA (English Language Arts) and math assessments given in grades 3-8. Statewide, just over half tested proficient in ELA and two-thirds in math, though rates for African-Americans are much lower at 37% and 46% respectively. Who can argue that raising expectations and achievement beginning in kindergarten isn’t a dire need? Part of the solution could be the newly created and much ballyhooed Common Core State Standards. A working knowledge of these standards is a must for savvy taxpayers, armchair education policy wonks, practitioners and parents. Here’s a primer. Read more »
